Welcome

Welcome to St. Edward Preschool!  We are glad you have chosen our program.  We invite and encourage you to visit the classroom with their child prior to the first day of school.  This visit provides the Preschool staff and your child an opportunity to meet and get to know one another.  It also makes separating on your child’s first day a little easier for both you and your child.  

We hope this Handbook will answer most of the questions you may have regarding our Preschool Program.  Please feel free to talk to our staff at any time.  Once again, WELCOME!


Preschool Objectives

St. Edward Preschool will provide a nurturing atmosphere where children can grow academically, spiritually, physically and emotionally by:

▪ Teaching children through a foundation of bible stories, and prayer that God loves them and listens to them.

▪ Instilling in children that we are called to serve one another.

▪ Providing an atmosphere where hands on learning and experiential learning are foundations.

▪ Introducing children to a variety of literature, music, art, science, and academic activities.

▪ Providing children opportunities to further develop fine and gross motor skills through play and planned activities.

▪ Teaching appropriate peer interactions and self control through sharing, good manners and cooperation.

▪ Instilling in children a sense of self-worth and self-confidence.

▪ Preparing children for a successful transition to kindergarten, especially into St. Edward School.


St. Edward Preschool Mission Statement

St. Edward Preschool is a Roman Catholic Preschool in the Diocese of Covington.  St. Edward Preschool was developed by a committee of parishioners with interest in providing a quality Early Childhood Education to our parishioners, school and community.  The Preschool began its ministry in August, 2006.

St. Edward Preschool strives to serve students and their families from varying cultural and racial backgrounds, religious affiliation, as well as socio-economic levels, and the physically challenged when possible.

St. Edward Preschool emphasizes a positive, creative process of thinking while developing the fundamental learning skills in an educational environment.  Working as a team, parents, pastor, principal and Preschool staff strive to develop the natural potential of each child as a member of the Christian community.  

St. Edward Preschool’s primary mission is three fold:

- to educate in the Catholic faith and to instill Christian values;    
- to develop  the natural potential of each student;
- to encourage students to become contributing members of a global society.

St. Edward Preschool is committed to the Catholic tradition of life and to providing a quality education for children in partnership with parents and/or guardians.

We endeavor to emphasize a positive, creative, learning environment, wherein the physical, emotional, social, intellectual, moral and spiritual development of each child is nurtured.  Thus the individual difference of the children, arising from their varied home backgrounds and environment, are taken into consideration so that each student may develop a healthy self-concept.

We dedicate ourselves to spreading the Gospel message, building a faith community, and encouraging a spirit of service to God and others.

The Preschool is committed to caring leadership, competent teaching, and cooperative endeavors with students, parents, guardians, and parishioners.  It is in working together that we share in the privilege of forming our children into the image of Christ.

Preschool Program

Children attending the Preschool are introduced to a balanced program of interaction with friends in both teacher-directed and child-directed experiences.  The daily schedule includes free choice of time spent in the learning centers, group times for creative movement, music, storytelling, and dramatization.  Field trips are also a part of the Preschool experience.

The Preschool is geared toward helping children develop habits of observation, questioning and listening.  It provides the child with an awareness of his/her own feelings and of means of expression.  They learn they are free to make choices as long as they stay within the limits of consideration for other people and things.  Children are treasured for their uniqueness and individuality and are encouraged in self-expression.  Such an open-minded program prepares them to utilize their intellectual and creative abilities for future learning tasks.

Our Preschool is child-centered and based upon the belief, that play is the best way for children to learn.  Our approach is individualized to meet each child’s needs and interest.  Our classroom is organized with centers for art, music, writing, literature, science and pre-math, dramatic play, and cognitive, large and small motor development.  These centers encourage reenactment of life’s roles.  The environment is planned to stimulate imagination and creativity, socialization, exploration and discovery, while challenging the use of muscles important to developing bodies.


STARS – The Childcare Quality Rating System
Kentucky Department of Education

St. Edward Preschool will participate in the STARS program to ensure a quality education for our students.

STARS for KIDS NOW, Kentucky’s voluntary quality rating system for licensed Type I and Type II child care centers and Certified family child care homes, is now available statewide.  This system uses a scale of 1 through 4 STARS to identity levels of quality.  All STAR levels surpass the minimum licensing requirements that all programs must meet.  Early care and education programs work to meet standards associated with quality care that result in positive outcomes for young children.  Programs are assessed in the following areas:  staff/child ratios, group size, curriculum, parent involvement, training/education of staff, regulatory compliance, and personnel practices.

STARS for KIDS NOW provide parents with a tool to help identify levels of quality when seeking a childcare setting outside of their home.  Childcare centers and family childcare homes participating in STARS for KIDS NOW demonstrate a commitment toward providing quality care and education.  Parents can use the rating system to gain an understanding of the factors that contribute the quality care and education, and can choose a child care setting that best matches their family’s needs.

Early care and education settings that choose to participate in STARS for KIDS NOW may receive free technical assistance from regional Child Care Resource and Referral agencies and local health departments.  Upon receiving a star rating, programs are eligible for a one-time cash STAR Achievement Award.  Additional quality incentive dollars are available, on a quarterly basis, based on the size of the program, the number of subsidy children served, and the level of STAR attainment.  Assistance with staff training and education is offered through the Early Childhood Development Scholarship Program.

STARS for KIDS NOW standards are based on research that demonstrates what combination of criteria are essential for quality early childhood environments.  The recommendations for the content of each level were constructed by a representative group of consumers, childcare providers, non-profit group representatives, and others who work and live with young children.  STARS for KIDS NOW represent a collaborative effort to ensure that young children in Kentucky are in early care and education settings that are seeking ever-increasing quality.


Child-to-Teacher Ratio

St. Edward Preschool will maintain classroom ratios in accordance with those set forth by Kentucky’s Law on Regulated Child Care.

These required child-to-caregiver ratios are posted prominently in the classroom.  

Our child-to-teacher ratio will be maintained at 1:12.


Tuition for St. Edward Preschool

Tuesday / Thursday  
8 – 11:30 am         $100/month
8 – 3 pm               $145/month

Monday / Wednesday /Friday
8 – 11:30 am          $140/month
8 – 3 pm                $205/month

Monday – Friday    
8 – 11:30 am         $230/month

* tuition is based on ten monthly payments from August - May.


Registration Fee for St. Edward Preschool

A non-refundable registration/materials fee is due for each child upon registration:

2 days - $65/year
3 days - $85/year
5 days - $100/year


Payments and Fees

Each Preschool family will receive a monthly tuition notice based on the enrollment of each child.  Tuition is due by the 10th of each month.  A $25 late fee will be issued for any payment not received by the 10th.  Any payments past 30 days or more will result in the dismissal of your child.   

Also a $25 fee is charged when the program receives a non-sufficient fund check.
After two NSF checks tuition must be paid in cash.  Checks will not be accepted as payment.


Enrollment Policy

Enrollment shall be granted without discrimination in regard to sex, race, color, religion or national origin.

Interested parents and children are invited to tour the center, meet the staff, and review and complete all of the necessary paperwork for enrollment.  Upon receipt of the completed application and the registration fee, placement will be made.

It is necessary that the following information for each child be placed in his/her file before the first day of school:
    
1.    completed Registration Form
2.    non-refundable registration fee
3.    State issued Child’s Birth Certificate
4.    updated Immunization Form
5.    Emergency Information Form
6.     copy of Social Security Card
7.    signed Agreement Sheet  (found in handbook)
8.    completed Permission Sheets (media, field trips, dental care)
9.    Child Dismissal Information (name, social security number or driver’s license of anyone who may pick up your child)


Inclement Weather

St. Edward Preschool will follow the same schedule as St. Edward School.
We will follow Harrison County Schools Inclement Weather Plans.

Arrival

The Preschool opens each weekday at 7:45 am.  All children must be escorted to and from the classroom by an adult.  Please use the doors which enter the cafeteria.  Parents need to allow enough time to bring their children into the classroom and sign them in on the attendance sheet.  It is very important that your child be signed in/out daily.


Departure

Half day students are to be picked up between 11:30 – 11:45 am each weekday.  
Full day students will be dismissed between 3:00 – 3:15 pm each weekday.
Parents are to sign the child out each morning or afternoon on the sign out sheet.  Children are to be picked up at the agreed times.  Parents must make the staff aware that the child is leaving and sign the child out.  

It is best to notify the Preschool if the parent will be late, so that a child does not feel abandoned.  If someone other than the persons on the “Authorized Pick-up Form” is to pick up a child, a written, signed note should be give to the Director upon arrival.

There will be a $3 charge each time a child is left at the Preschool after dismissal times.


Parent / Preschool Communication

Parents and Preschool staff need to communicate!  Please feel free to talk to your child’s teacher in the classroom or drop a note at the office to request a call back or a note of response.  Parents are expected to escort their child to the classroom.  This is a good time to share a comment or a few words with the teacher, or to arrange a later time to talk.  Parent-Teacher Conferences are scheduled at least twice a year.  Since it is necessary for the teacher to devote their time during the school day to the children, we ask that you please set a conference appointment if you need to confer with a teacher at length.

Each child will have a folder with a newsletter, homework and other information which will be sent home on a regular basis.  Please check this folder daily.


Parent Bulletin Board

A bulletin board is available with announcements for you to view and read.  Please take the time to scan the parent board regularly to keep informed what is happening in the Preschool.  Weekly lesson plans will be posted for viewing.
Assessing your Child’s Development

Your child will be observed throughout the year to assess their development:
physical, emotional, social, cognitive, creative and language.

Twice a year an “observation checklist” will be completed.  This information will provide the basis for parent-teacher conferences held in December and April.  Conferences may be held at any time, if either parent or teacher requests one.

Parent visits during school hours are welcomed and encouraged.  There are a number of opportunities during the year for parent help with projects and field trips.  It is very helpful to plan your classroom visit with the teacher, but, of course, you are welcome to visit any time you wish.


Volunteers:  Virtus Information – Creating a Safe Environment for Children

The Diocese of Covington requires all volunteers to participate in a Virtus Training Session, which addresses sexual misconduct.  In addition a sexual misconduct handbook must be read, and a copy of the Policies and Procedures for addressing sexual misconduct must be read and signed.  

A Virtus Training Session will be provided at St. Edward School at the beginning of the school year.  Other sessions are held through out the year at other sites.

* Anyone wishing to volunteer at the Preschool or attend Preschool field trips must complete a Virtus Training Session and be current in their Virtus training bulletins and modules.

Preschool Evaluation

Parents have an opportunity to evaluate the Preschool on an annual basis.  These evaluations are very important to improving the program.  Please take time to complete and return your evaluation to St. Edward Preschool.


Discipline

It is the policy of the Preschool to keep disciplinary issues minimized and to help children monitor their own behavior.  The staff will present and model age-appropriate behavioral guidelines and use reflective communication to encourage children to express their emotions.  The staff will encourage self-control, self-direction, responsibility and cooperation.  When practical, safe, logical or natural consequences will be presented to the child.

The Preschool will use the process of positive discipline.  Positive discipline instructs children as to what they should do.  For example:  “We use our walking feet inside the building vs “No running.”  This philosophy of discipline is in accordance with the belief that children learn best in an environment where love, guidance and encouragement promote the development of self-esteem.  

“Quite time” may be used as a way of removing the child from the inappropriate behavior.  This period will never be longer that 1 – 2 minutes per each year of age.  During a “quiet time” the child will be visually observed by a staff member.  Any child displaying unacceptable behavior or not follow classroom rules will receive a warning.  Upon the third warning in one day the child will need “quite time.”  

Should a child need “quiet time” the parent will receive a note to inform you of the situation.  If a child refuses to follow this discipline procedures and/or refuses his/her time in “quiet time” a parent will be called to pick up the child at this time and a parent conference will be scheduled.  The child may return the following day.  * The teaching staff will not physically place the child in “quiet time.”

Aggressive physical behavior (fighting, hitting, biting, etc.) by a child toward another child or staff member is unacceptable.  Staff members will intervene immediately should this type of situation occur in order to protect all children and encourage more acceptable behavior.  Physical restraint (a teacher holding a child) will not be used except as necessary to ensure a child’s safety or that of others, and then only for as long as is necessary to control the situation.  Children will be shown positive alternatives rather than just being told “no.”  

Parents will be informed if such an incident occurs, and a conference may be requested at any time to discuss an acceptable behavior plan.  If a child’s behavior is uncontrollable, extremely disruptive, and/or harmful to him/herself or others, a parent may be asked to remove the child from school for the day.  Open communication between home and preschool is considered the key to effective discipline.


Discipline

At no time will a child be subject to physical, corporal punishment (shaking, hitting, biting, pinching, etc.)  humiliated, frightened, or verbally abused by the staff.  Children will never be disciplined for sleep habits, toileting accidents, food consumption, or lack of participation in scheduled activities.  At all times, a child’s age, emotional state and past experiences will be considered in discipline matters.  Any violations of this discipline policy should be brought to the director’s attention immediately.

The Preschool will make every effort to work with parents of children having difficulties.  However, the Preschool must also serve and protect all children.  Children displaying chronic disruptive behavior which has been determined to be upsetting to the physical or emotional well-being of others may require the following actions:

- Initial consultation
The Director may require the parent(s) of any child who attends Preschool to meet for a conference.  The problem will be defined on paper.  Goals will be established and the parent will be involved in creating approached toward solving the problem.

- Second consultation
If the initial plan for helping the child fails, the parent(s) will again be required to meet with the Director.  Another attempt will be made to identify the problem, outline new approaches to the problem and discuss the consequences if progress is not apparent.

- Suspension
When the previous attempts have been followed and no progress has been made towards solving the problem, the child may be suspended for the preschool indefinitely.  The Director may immediately suspend a child at any time he/she exhibits a behavior which is harmful to him/herself of others.  A parent may be called from work at anytime the child exhibits uncontrollable behavior that cannot be modified by the preschool staff.  A parent may be asked to take the child home immediately.  Suspensions for the Preschool may vary from a few hours to an indefinite period of time.

Discharge Policy

The Preschool reserves the right to cancel the enrollment of a child for the following reasons:
-  non-payment or excessive late payments of tuition;
-  not observing the rules of the preschool outlined in the Parent Handbook;
-  physical and/or verbal abuse of staff or children by parent or child.


Health

Medical and emergency information forms must be on file before a child can enter preschool.  All immunizations must be current.

There is a concern about the health of every child in our program.  To maintain the health of all children, parents are asked to keep a child at home if there are any signs of:
    fever – 100 degrees                 vomiting
    excessive nasal discharge            diarrhea
    conjunctivitis     (pink eye)          lice
    ringworm                                 chicken pox
    impetigo                                  scabies
    strep throat

If a child exhibits any of these symptoms at Preschool, parents will be contacted to pick up their child.  When called, you (or an alternate person) are expected to pick up your child within the hour.  There are no exceptions to this rule.  This rule protects not only the health of your child, but his/her classmates.  Your cooperation in this matter is very much appreciated!


Allergies  

Please identify any allergies your child may have when enrolling him/her, so that the Preschool staff can take the necessary precautions.  A list of children with allergies is posted in the classroom for the convenience of the Preschool staff.

All staff members are trained in First Aid and to recognize the signs of communicable disease and other illness.  Each child shall be observed daily.


Lice  

If there is evidence of lice, a child must be sent home immediately from Preschool.   The child’s head will be checked for nits by the Director before returning to Preschool.  A general confidential notice will be sent to other parents informing them that a case of lice has been found in the class.  Necessary steps will be taken to disinfect the preschool classroom.


Illness

Signs of illness include:
fever of 100 degrees            skin rash              stiff neck             untreated infected skin patches
severe cough                       difficult or rapid breathing                yellowish skin or eyes         

evidence of conjunctivitis (pink eye)
complaints by child, fussiness, sore throat or difficulty swallowing
“listless” behavior                  symptoms of a cold
decreased appetite               unusually dark urine and/or gray or white stool
diarrhea and/or vomiting two times or more in an 24 hour period
evidence of lice infestation, scabies or other parasitic infestation

In case of certain communicable diseases, the Preschool is required to file a report with the Department of Health in 24 hours so that control measures can be taken.  Parents and staff are reminded to notify the Preschool within 24 hours if a child or family member has developed a known or suspected communicable disease.  If a child has not been full immunized for some of these diseases (due to child’s age, medical condition or religious reason), he/she will be excluded from the Preschool during an outbreak of a vaccine preventable illness as directed by the state Health Department.

All parents will be informed in writing if a communicable disease is reported.

After a child has been ill, it is important to adhere to the following guidelines when determining whether or not a child is ready to return to Preschool:

mood, appetite, behavior and activity are again normal
no fever for 24 hours or more since onset of fever
antibiotics (if prescribed) have been used for a full 24 hours (48 hours in the case of strep throat)
vomiting, diarrhea, cleared for 24 hours
frequent coughing, excessive nasal discharge resolved
pain (earache, cramps, headaches, etc.) resolved


Child Abuse and Neglect

The Preschool staff is required by law to report any suspected child abuse or neglect to the proper authorities.

Staff members will not release any child to a parent who is suspected of having alcohol on their breath.  Staff members will notify Child Protective Services and local authorities.  The safety and well-being of the children is our main concern.


Medications

In general, it is believed that a child on medication needs to be at home.  However, some medication must be given over a specific number of days, even though the child has improved.  Parents may request, under these circumstances, that a child be given medication while at preschool.

If a child requires medication while he/she is in attendance at preschool, a required medication log must be completed and signed on a daily basis.  Whenever possible, the  first dose of medication should be given at home to see if the child has any type of adverse reaction.  The Preschool considers all powders, creams, vitamins, etc. to be over the counter medications.  These require the same procedure as prescription medication.

Prescription and non-prescription medication may be given with a signed, dated and written authorization from the child’s parent.  This authorization shall include the name of the child, the name of the medication, dosage, reason for medication to be given, and instructions for those who administer it.  All medication must be in its original container, with the child’s name written on the container.

Medication, including refrigerated medication shall be stored in a separate, locked place, out of reach of children.

The dispensation of medication is undertaken as a professional courtesy and not required by law.  The Preschool reserves the right to refuse to dispense medication to any child if necessary procedures are not followed.


Emergency Care

In case of a serious illness or accident, an emergency vehicle will be called if deemed necessary.  In less serious situations, you or your designated substitute will be called to transport your child.

You are asked to complete an Emergency Form and an Emergency Transportation Form with the information that will be necessary to have in an emergency situation.  Also, on your Agreement Form, there is a place to provide information of who your child’s doctor is and the hospital of your choice.


Hand Washing

Frequent hand washing with soap and running water is necessary to prevent the spread of disease.  Children and adults need to wash their hands before preparing snack, after toileting, coughing, and wiping noses.


Toilet Training

Children ages 3, 4 and 5 MUST be toilet trained in order to attend Preschool.   Occasionally accidents will occur and the Preschool staff will do their best to discreetly assist your child with cleaning up and changing clothes.


Clothing

Children should dress comfortably, simply and suitably for the weather.  Children engage in a number of “messy” activities that, despite smocks or paint shirts, can get clothes dirty.  You are asked to send your child in comfortable clothes that they can play in without hesitation.  Children will play outdoors; please ensure that their clothing is sturdy and durable.  Dress in layers on cold days.

Tennis shoes are best for Preschool.  Sling-back shoes will not be allowed due to accidents and noise level in the hallways.

All children need an extra set of clothing;  underwear, socks, pants and shirt must be left at Preschool in case of an accident.  Please place this set of clothing in a plastic bag with the child’s name on the outside for easy storage.


Attending Mass

Preschool students will attend Mass on Thursday or Friday and other special occasions throughout the year.


Treasures and Possessions

The Preschool is fortunate to have a large variety of toys and manipulatives with which your child can play and learn.  Parents are asked not to bring toys and personal play items from home because of the possibility of loss or breakage.  

“Show & Tell” will provide an opportunity for your child to bring something to share.  These items should be labeled with your child’s name and taken home at the end of the day.

Play guns, weapons and other toys that encourage aggressive play are never welcome in our classroom.  Building cooperation and concern for one another are working principles in the Preschool.  Items that promote aggression, competition and hostile feelings are not permitted in the Preschool.


Cubbies

Each child has a specially marked “cubby” for extra clothes, treasured art projects and daily folders.  Please check your child’s cubby each day.  It is especially important to keep cubbies cleared.


Birthday / Snacks

Children are invited to celebrate their birthdays at school.  Please notify the Director ahead of time so that appropriate plans for snack can be arranged.  The Director will provide the number of children for whom you will need to provide a birthday treat.


Meals

Each day the Preschool serves breakfast, mid-morning snack and lunch.  These meals include a variety of tasty, nutritious foods that will meet your child’s dietary needs.  Parents will receive a bill every 2 weeks for your child’s breakfast and lunch.  Children have the option of bringing their lunch and eating breakfast at home.  Snacks will be provided.
Field Trips

Parents will be given advanced notification for planned field trips.  A permission slip and any fee must be returned prior to the field trip.  Any child without their permission slip signed will not be permitted to participate in the field trip.


Field Trips Requiring Transportation

Each student will need to be transported to and from field trips, requiring transportation by a member of his/her family (mom, dad, aunt, uncle, grandparents).  If for some reason transportation for your child cannot be provided by a family member, please provide this information to the Director as soon as possible.  There will be a maximum of 3 traveling field trips each year.

Anyone participating in a field trip must be a Virtus trained volunteer.

Several walking field trips within walking distance from the Preschool will be taken throughout the year.  Virtus trained volunteers are welcome, but not required.


Homework

Students will receive homework each week.  This allows a child to get into the routine of working at home for a few minutes outside of Preschool.  This also allows parents to see what the children are working on at Preschool.  Assignments are for practice and will not be graded.  If for any reason a child is unable to complete the homework on time, please right a note and turn the assignment in the next day.  Children will be rewarded for their work.


Preschool Pictures and Classroom Photos

Each year, parents are provided with an opportunity to have your child’s picture taken.  Several packages are available for purchase.

Photos are frequently taken in the classroom.  Parents are asked to sign the agreement form providing permission to have your child’s photograph taken while in the classroom or on a field trip.  Some of these pictures may be used in publication for the Preschool.


Notice of Withdrawal

Two weeks written notice is required for withdrawing for any reason.  If the required notice is not provided, parents will be charged for the period of time a child continues to be registered.  

Should the Director deem it necessary for a child to be removed permanently from the Preschool, the parent will be notified immediately.


Final Word

If, after reviewing this Parent Handbook, there are any questions or comments regarding the Preschool and its policies, you should feel free to speak with the Director.


Children and Parent Rights
pursuant to KRS 199.898

All children receiving child-care services in a day-care center licensed pursuant to KRS 199.896, a family child-care home certified pursuant to 199.898,  or from a provider or program receiving public funds shall have the following rights:
    
-    the right to be free from physical or mental abuse;
-    the right not to be subjected to abusive language or abusive punishment;
-    the right to be in the care of adults who shall meet their health, safety and developmental needs.

Parents, custodians or guardians of children specified in subsection (1) of this section shall have the following rights:
    
- the right to have access to their children at all times the child is in care and access to the provider caring for their children during normal hours of provider operation and where the children are in the care of the provider;
- the right to be provided with information about child-care regulatory standards applicable; where to direct questions about regulatory standards; and how to file a complaint;
- the right to file a complaint against a child-care provider without any retribution against the parent, custodian, guardian or child;
- the right to obtain information from the cabinet regarding any type of licensure
suspension, or revocation of an operator, and cabinet reports that have found abuse or neglect by any child-care provider or any employee of a child-care provider.  Identifying information regarding children and their families shall remain confidential;
- the right to obtain information from the cabinet regarding the inspections and plans for correction of the day-care center, the family child care home, or the provider or program receiving public funds within the past year; and
- the right to review and discuss with the provider any state reports and deficiencies revealed by such reports.

The child-care provider who is licensed pursuant to KRS 199.896, or certified pursuant to KRS 199.892 shall post these rights in a prominent place and shall provide a copy of these rights to the parent, custodian or guardian of the child at the time of the child’s enrollment in the program.
